Help with NiteCore Intellecarger i2

I'm not sure where to post this. New to the forums.

I bought a vape and Nitecore Intellecharger i2 from a dude and he didn't give me the cable for the charger. I use a different cable I had laying around which seemed to work. I charged the batteries for awhile and they can't seem to get past 20%.

From what I see the charger is AC 100-240V 50/60Hz. I'm not sure what the DC is because I live in Korea and can't read korean very well. There's a tag that says 5V 2A so I'm guessing that's the...
