Koolada, Steep or no steep?

I just made a liquid to test out the TFA Koolada I just got and I was wondering if steeping improves the "Cool" effect or not.
Current amount Koolada: 1%.
I've seen a lot of posts talking about 1% being the max amount to add and I still don't get that fresh taste.
