Dotmod rta not reading

So I just picked up a 24mm rta from dotmod, and I can't get it to read on my ohm meter or mod. I've also tried both pins that came with it. I'm not really sure what the problem is or what else I can do. Is anybody able to help me out?

Edit: When I put the rta on the ohm meter without coils, the ohms seem to bounce randomly and stop. with coils on it I can't seem to get a reading at all.
